Program Manager and EU Public Diplomacy Expert

SUMMARY ABOUT THE PROJECT

Cowater is recruiting a Program Manager and EU Public Diplomacy Expert for an upcoming project in Canada. The objective of the project is to support the achievement of the EU's policy objectives through strategic public diplomacy activities in Canada that engage meaningfully with opinion leaders, decision makers and relevant stakeholders. Goals include strengthening people to people exchange and relationships between EU and Canadian policymakers, practitioners and experts, and to facilitate future cooperation between the EU and Canada.

SUMMARY OF POSITION

The Program Manager and EU Public Diplomacy Expert will have extensive experience in public diplomacy and EU affairs, with complementary experience in public relations and communications

JOB REQUIREMENTS

Education:

  • University degree at master’s level or equivalent in a discipline relevant to the scope of the assignment (e.g. political science, public relations, public diplomacy, communication, etc.).
  • In the absence of a master’s degree, equivalent professional experience of at least 3 years in addition to the requirement of at least 10 years of general professional experience.

Minimum Experience:

  • Minimum ten (10) years of general professional experience in a sector relevant to the project.
  • Minimum five (5) years of specific professional experience in the fields of public and cultural diplomacy, communication, public relations, marketing, or international negotiations.
  • Minimum two (2) years of experience in a management/leadership position.
  • Minimum five (5) years of working experience in Canada.
  • Provision of expertise of minimum 9 months in at least one (1) project implying the knowledge of European Union affairs and public diplomacy in international relations.

Essential Skills:

  • High proficiency of written and spoken English.
  • Excellent oral and written communication and presentation skills required for communicating convincingly in a trust-building manner with a wide range of stakeholders.
  • Strong analytical and diplomatic skills.
  • Strong reporting and article drafting skills.
  • Proven familiarity with new/multi/social media.
  • Strong and proven people management skills to lead, motivate, and manage multi-cultural teams and individuals towards delivering high-quality results.
  • Eye for detail and accuracy, to ensure high-quality standards for the implementation and impact of all.
  • Experience in working with the public diplomacy sector in Canada, with networks of Canadian and European think-tanks, academia, media, cultural institutes and other relevant organisations (an asset).
  • Fluency in French (an asset).
