Administrative and Financial Officer

SUMMARY ABOUT THE PROJECT

Cowater is recruiting an Administrative and Financial Officer for an upcoming project in Peru.
The project aims to strengthen service delivery across government levels through the implementation of streamlined Human Resources Management systems and tools, including merit-based systems and organizational restructuring.

SUMMARY OF POSITION

The Administrative and Financial Officer will be based full-time in Peru, supporting the in-country Project Manager and Project Coordinator with the administration of the project.

KEY RESPONSIBILITIES

Duties of the Administrative and Financial Officer will include:

  • Administering and monitoring the financial system in order to ensure that the project finances are maintained in an accurate and timely manner;
  • Maintaining the accounts payable and accounts receivable systems in order to ensure complete and accurate records of project funds;
  • Administering timely payments to suppliers, contractors and Technical Specialists;
  • Tracking and monitoring project expenses;
  • Preparing Financial and Procurement Reports;
  • Preparing budgets and reviewing Financial Reports;
  • Developing and managing the reporting and invoicing for services rendered;
  • Providing financial advice related to local laws and regulations and banking institutions;
  • Accounting and financial reconciliation services;
  • Supporting procurement activities;
  • Providing logistical support as required;
  • Establishing and maintaining of the record keeping and filing system.

JOB REQUIREMENTS

Education:

  • Master’s/ Post-graduate degree in finance, accounting, business administration, economics, or related field;

or a Bachelor’s Or Undergraduate degree in a relevant field plus three (3) years of equivalent professional experience.

Minimum Experience:

  • 5 to 10 years of proven experience supporting the delivery administrative, financial, procurement and logistics of projects or programs, preferably public sector initiatives.

Essential Skills:

  • Fluent in Spanish and English (oral and written).

Employment conditions:

The role will be based full-time in Peru.
